3. Bidding qualifications:

(1) A qualified bidder registered in the territory of the People's Republic of China and having the capacity to independently assume civil liability, and holding a business license of the enterprise legal person;

(2) The subject matter is for the bidder's own use and may not be sold twice;

(3) If the bidder is a competitor of the bidding party, the bidder has the right to refuse to participate in the bidding.

(4) The consortium bid is not accepted.
